those are civil and the public is footing the bill for those pay outs. at most they go through internal review, which is their own guys who may or may not give a shit. and if they do it results in minimal penalties or lowered chances at promotions, at most.

Yes, it's civil. And yes, often the department is sued. But the officer can be sued directly if they lose immunity. And they almost always do in Constitutional cases. Especially when they are egging the person on.

Yeah but how often does that truly happen? Just them losing qualified immunity is insanely rare
