It is the Peace Officers' Bill of Rights, often also called the Law Enforcement Officers' Bill of rights in places, and yes, they generally codifiy into law the idea that police officers have different, extra, special rights than you or I from the sole fact that they are a police officer. It's truly digusting, it was just used in my state to reinstate an officer who beat a handcuffed suspect
Edit: just reveiwing the details, the cop in my state plead guilty to assault (kicking and punching a hand-cuffed man) and was still reinstated after a suspension of 45 days. Check this shit out:
Imagine being able to choose your god damn judges, absolutely wild, if the whole concept of POBAR/LEOBAR isn't a miscarriage of justice I don't know what the fuck is
