If settlements were paid out of the police pension funds, there would be an immediate change in behavior.

Individual insurance like doctors have. The rate increases after the thousands of payouts would actually change things real quick.

This is starting to happen, although not in the direct way you mentioned:

Reinsurance co's are refusing to back some municipalities because their police departments are costing so much in payouts. The insurance co's are demanding changes in policies and procedures to reduce exposure.

My wife works with people with disabilities. Just connects them with services to help them. She is required to have insurance.

Yeah, if the cops knew it hurt them personally that would police each other. The other cops in this video would have stopped him.

I could not agree more with this. There are no financial consequences to the police when they do shit like this. Maybe now it’s time. And to make up what the fund pays out, the increased contributions should come from the police only.

Pretty sure that change in behavior would be an increase in cops covering for each other if now all of their retirements were under threat by 3rd parties. You want cops to hold each other accountable, and punishing the ones that do so by taking away from pensions is not going to elicit the desired behavior.

Perhaps. But how much more could they cover for each other than they already do? If the return on my pension funds was diminished because of bad cops, I would sure as hell be curbing the egregious misconduct we see on these videos. Peer pressure can be a healthy thing. Also, how about giving bonuses to cops who de-escalate situations? Reward the behavior you want more of.
