Timber is only considered part of the real property until they are cut down. So once the stilts collapsed this became a personal property issue. You can simply claim the entire house as your own on the basis that your neighbor abandoned it on your property.

I’d just drag the house a few more feet to your side of the property line and move in. Clearly it’s well built enough to stay intact after being dropped. So you shouldn’t have anything to worry about. Just keep your eyes out for munchkins and red slippers.

Land Surveyor here Licensed in NC, this is wild, and extremely difficult to keep up with property line changes. We have rules that govern things like slow and fast moving bodies of water, but Im not sure how coast lines fully work when it comes to water. Probably something to do with mean sea level. But every property differs.
